Yes I agree it's a Windows 10 CU new bug with connected devices. For me the culprit was a USB gaming device (open "Game Controllers" from Cortana...): retro 'Competition Pro USB arcade joystick...

I discovered similar issues may also be caused by some audio device drivers, in particular Razer Surround and Hear (by Prosoft) and maybe others....
