I upgraded from Win8 to Win10 last year. In Win8 and all previous versions I have used, it was possible to go into the language/regional settings of the control panel and set a special hotkey...

Update: I put the old HD back in, booted up the machine, burned a DVD with the ISO on it, and used that to install Win 10 onto the new HD. So far, everything is working fine.
