I was trying some things earlier. I noticed when the computer is messing up, I could open the command prompt normally, but when I try to open the command prompt as administrator it wouldn't open....

Not sure if this means anything, but when it is not working correctly and I try to restart, I get a "blank" program that is holding up the restart.
