    was able to get safe mode running by bringing up an admin console window and entering
    bcdedit /set {default} safeboot minimal

    turned off verifier
    turned off safe mode with
    bcdedit /deletevalue...

    recently "upgraded" (I use the term loosely) from windows 8.1 to windows 10 - or at least tried to

    My PC does not boot - it fails with a DRIVER VERIFIER...
