I just found it recently (2-3 days ago from now) by myself when playing-around in event viewer.
That blue dialog is filling the entire screen, while im not in internet connection....

I had same problem too, but already solved now.
It was when I used dial up connection when i failed to load one of windows 10's built-in app i forgot its name. When i go to wifi station, it loads...
