As date modified is a system related property, i can't see how exif data make this happen.
It is around 1/4 to 1/5 of my total photos (in these directories).
They are the exact same photos

As of the synced dates, I use cloud syncing to move my photos from any of my phones and cameras. It depends on the cloud service, but most of them sync these two dates...

Nevertheless this is not a threat of how to arrange them in any date. I actually need to group them by month, all of them (it is a library, not a folder), that is possible by "arrange by month"...
This is not available in the Arrange by menu of Windows Libraries. It is of no use for me to arrange a month's photos by taken, when in that month there are photos of 1-2-3 years earlier!
"arrange by date" in libraries actually means arrange by "date modified"... So, I can't do otherwise.
