Yeah, both systems (windows 8.1 PC and windows 10 notebook) are set the same way. I will try with network troubleshooter.

Thanks for your help but still no luck :( I set everything the same way and network folder is still empty. As soon as I run HomeGroup Provider service everything works.
I tried to change settings in network and sharing center but nothing helped so far. Can you pls share your settings. Both my PC's are in the same workgroup. Maybe something with firewall?
When I disable those 2 services and restart windows I can't find my PC/other PC's in network folder (just empty folder). Turning them back on immediately shows all network shares.
