Try opening it with notepad, if it opens decide if you want it.

If you click on a pdf does it open in chrome reader?
Is chrome set as default to open pdf ?

Did you close and reopen the browse?
Browse to chrome://settings/content
Scroll down to 'pdf documents'
Check setting on 'pdf documents' in chrome://settings/content
Try disabling Intel Management Engine Interface in Device Manager.
Is it getting it's power from a single USB port?
If so try either a Y cable to get power from two ports, or a powered hub.
