You need to run RestoreHealth within your booted windows while connected online to replace the error .mum file.

Path is wrong to Scratch, plus you manually need to make directory folder \Scratch...

My guess would be the servers didn't have a copy of the .mum file that apparently has errors on the .wim or .esd. Once they repair the .mum it no longer looks for it again unless that .mum shows...

fwiw... I had removed the 4 keys & 4 files to get Dism working.
Replaced the 4 keys & ran ScanHealth.. showed repairable, ran the RestoreHealth and it downloaded & installed the 4 files.

Downloaded for myself the Insider version 15063.iso which contained the .wim.

There is no reason to install .NET unless you needed it for a program. It just happens to have the same Microsoft error number as it cant find its source file unless the cab is in the root folder...

Works here;

Searched the registry for FlightSigning & it didn't find the often mentioned keys.
Later on searched it again and it did find it.

Odd to me it didn't find it today once, and next time...
