I'm not sure, but it sounds like the OS (Windows 10) isn't recognizing your CD burner.
If you select "This PC" in File Explorer, do you see the CD drive listed?
File Explorer has that function. In the top menu, click on "Share." You should see a "Burn to Disc" option.
One possibility is the blank CD itself. Try another blank CD, if you haven't already.
You could also burn the CD with Windows 10.
