Solution is fine but why does it bother stand alone pc if not intended for them. Does this also affect apps, since now quite a few are not working.
If not important for stand alone pc then why show up on stand alone pc.
Thought about running mem test just after posting and turns out 1 stick is bad, doing rma on the 1 bad stick now and will just run pc with 8gb for now. Have some other ram but don't really want to...

Try this: go to component services, computers, mycomputer, dcom-conf, and look for perappRuntimeBrooker, properties; go to security and under launch and activation you make the changes under edit....
ok, do it the hard way, for non tech savvy.
your machine name can be found under settings/system/about and top line says device name. that is the machine's name and actually the correct order is as an example, "Users\CSMDEW".
I know this is old thread but the advice to use "users\name" worked perfectly and stopped the 10016 nag. Thanks Iglaow
