I found the solution how to solve the problem but took my post down due to two wankers complaining and whining.

It didn't work in safe mode but it worked either way logging in with other user accounts.

I found it is not the video driver but it is some poorly written applets, DFX or FXsound that gobbled up and leak memory and occupied the CPU for no reason!
The oddity is that these 3rd party items been around for years, fairly known and I have used them.
