I just tested again, and it's not for me either now. :(
Of course, closing all apps before a shut down or restart will stop it.
If you like, the context menus below can make it easy to shut...
Luckily it's not too hard to workaround with a quick Shift+Shut down from the power menu.

Since everything works fine, I'm sure it's gotta be some simple setting we're overlooking somewhere.

Check you BIOS settings to see if you may have a "Boot Beep" or similar type setting in one of the menus (ex: "Boot"). If you do, make sure it's set to "Disabled".

As a test, you could create a shortcut using the command below to force Windows to close all apps and shutdown immediately when used to see how it works for you.

I haven't tried any other language than en-us.
I had a mixture of desktop and UWP apps opened when tested. Nothing was opened after a restart for me. :confused:
I just restarted using both methods, and it's not doing that for me. :confused:
