    Unfortunately that only takes care of 1 port for xampp,it also uses mysql port 3306.
    Then fesl uses many ports so just opening port 80 does work fully.

    What about turning off firewall altogether?

    xampp and login server emulator run on 2nd HDD,portable versions
    HDD is in a removable dock/bay

    How to add a delay to HDD's on bootup?

    Windows and bios don't agree on which HDD is 1st 2nd or 3rd.
    So I need to delay 2 HDD's at bootup but once in windows they are ok.
