HDR on in win10 creates black flickering desktop panel in Oculus Airlink/Link.

my fesl login server needs different ports so 80 alone doesn't work for me.
someone mentioned its because the HDD has databases on it?
Unfortunately that only takes care of 1 port for xampp,it also uses mysql port 3306.
Then fesl uses many ports so just opening port 80 does work fully.
What about turning off firewall altogether?
As in a rule that just opens port 80 for all?
Pretty sure I am already using a portable version but to check I downloaded one and tried,same thing it doesn't open port 80.

HyperOS is my software,everything works fine,it's just the order of the HDD's is the same as windows not bios.
It is a known thing,doesn't cause a problem except for my analness.

At the moment I disable 2 HDD's before shutdown and enable after booted up.

Windows and bios don't agree on which HDD is 1st 2nd or 3rd.
So I need to delay 2 HDD's at bootup but once in windows they are ok.
