This was it, had to do an SFC /SCANFILE= so it'd check imageres.dll specifically but that did it. Still weird that v20H2 was pulling icons from an old imageres.dll and not imageres.dll.mun.

This is just restoring them to the default Win 7 style they had previously. Could it be a registry issue where the old Win 7 registry entries are linking to the older .dlls like System32/imageres.dll?
