The problem machine I installed via USB from the 20H2 download is up on 20H2 (19042.685). It shows no updates pending. It is working and I am typing on it. ...
OK, I am following your suggestion of downloading the latest W10 to USB and installing that on another of the 3 computers I am having trouble with.

I've now gone through the 16 Dell E6420s from the non-profit:
1) It appears the date issue is another red-herring. There are machines built both before and after the machine(s) that don't work...
TL;DR:
Dell says the E6420 does NOT support W10. Is it possible that some of the early builds have some component (SATA controller???) that is incompatible with W10??? This is my best guess at...
