Unless there's an issue the slower speed is always the Upload speed, transfer of data to a Server.

Checked my 5Mbps subscription to Wireless DSL today, getting 4.94Mbps to a server 300 miles away and 4.37Mbps to a server about 1200 miles away using OOKLA.
