Do the suggested syncing programs work via cloud, or do you connect a cable between two computers, or how exactly does it work?

Last year I upgraded from Windows 7 to 10. I placed a whole bunch of photos on a thumb drive that I had saved from the pictures folder in Win 7. I am in the process of going through the photos now on...

I was able to clear the icon cache, and that seemed to work.

On a related note...the icon pictures that I used for some of my shortcuts changed to blank pages after restarting my PC.
