Bro, something similar happened to me: i had to replace winlogon.exe with a new one, then restart and thats all.
I used command prompt because my explorer was corrupt as well.

I used WinRE tools but it freezes instantabeously, also, i tried to make an "upgrade" with the option "keep my files" but it says that i must run the setup from windows and not from boot device in...
