I ran Vssadmin list writers from elevated command prompt. After booting up and prior to trying to create recovery drive all writers are fine.


C:\WINDOWS\system32>Vssadmin list writers
vssadmin...

I googled around these .dll registration and found that this is a solution to WIndows Server 2003, one article even said that trying this might have catastrophic effects...
