It's working now, so I'm not sure exactly what I did. Thank you to everybody for your help with this. This was so frustrating.

In the Settings window, under Devices I should have Mouse, Touchpad, Typing, but instead I have Mouse, Typing.

So it's as if the PC has no knowledge of the Touchpad at all. Maybe I didn't download...
