As a test I used 'Sleep' instead of Shutdown and no message. The only reason I have Fast Start disabled is because it doesn't play nicely with 'Nightlight'.
Just an observation rather than a problem, but it is something I have no answer to as to 'why'.
If I run the optimise routine manually it appears to work, you get the 'optimising' percentage bar...

Maybe it is testing a new update delivery feature. Previously I noticed Edge seemed to always update when I opened settings which was a bit to much of a coincidence that an update should just happen...
Apparently the issue has been recognised and is already fixed in Dev, not yet fixed in Beta and could get to March before the fix is rolled out to the stable release... which is just bizarre tbh.
