Did you try this MS link... Windows 10 ISO ? Hope it allows downloading on Win desktops also, but in case it does not then try on an android tablet or phone... it should work.

Did you try WIN-key+SHIFT+M ?

It still makes me feel as though the 1115 iso is available at ms download page the same way I got it and using it, see if either of these links work for you as well...

Microsoft has made available a download able iso for win 10 1511. If you don't see download link on win pc then try on some other device.. like an android phone or tablet. That's how I got it...
