    Yay, fixed by doing the homegroup version of a reboot - I got the laptop to leave the homegroup and rejoin and somehow whatever was wrong got reset. #sofrustratedrightnow

    I've rebooted, and the win10 tool shows the same info as the MiniTool program so I don't think it's an "apply"...
