My guess is its not a bug, its something Microsoft have done intentionally. either way is still happens to me sporadically

This is definitely happening from hibernate, and it is fully in hibernate, not some silly sleep mode (fan, battery, everything goes off, zero power consumption). I need to leave it a few more nights...

This is untrue - I have done this, and it has done so anyway twice, as I have missed the notification.
