I ran a surface test on my hard drive, and no errors were found. I couldn't run the test on the "Bad Disk". Actually I can't do anything on it.
If it's not another hard drive or flash drive, what could it be?

I navigated to Windows folder in cmd and tried to run msconfig. It says that I am not administrator and can't run the program.
