I used a profile wizard which moved current profile settings to a new profile. Radeon settings update still didn't work. I'm thinking it goes deeper being a windows problem not a radeon settings...

I'm having same issues with AMD settings updates. I tried making another profile like you & it worked but can't get it to work on my original profile.
Have you found a fix yet?
