I would agree with jimbo45. The disk subsystem can have a big influence on the performance of your VMs. Since you can't add SSD. If you have enough RAM, you can create a RAM disk to the performance...

I would definitely say that the issue is related to the underlying storage. What kind of Storage Spaces pool did you deploy?
From my experience parity Storage Spaces has bad performance....
