I ran the "wushowhide" tool from the post in the below link and the troubleshooter in it fixed what ever was causing the problem and KB5034441 installed alright.

In the past I could click on the image and it would open in full screen. Something has changed.

I have been using Yankee Clipper III since W98 up to my W10 Home. It is nothing fancy but does the job.
By "active" if you mean "enabled" the icons will not move. I use CTR-Alt-D and that unlocks them then I can move them around.
