Update: they were gone because connected standby is enabled so I have to disable it, reboot, then switch to desired plan. Afterwards, I re-enable connected standby, reboot, and behold, the plan is...
Well, I guess mines' is so new it might be a on a different build of OS so this trick might not work for me.
maybe it's because of the new Power Plan setting flyout via battery icon? I heard those only disable other power plans in favor of the W10 one.

Nope. It just creates the custom ones not the default ones
Actually, Importing these missing default power plans did not do anything on my Surface Book 2 as of 6/7/18 on Windows 10 Pro version 1803. It still only list "Balanced"
