Are you extending the window to taskbar? If so, then it's completely normal. Resize the window to a few pixels above the taskbar.
It seems that you are using PowerShell. Type the command cmd first before typing the command I provided you.
Try this: in each folder that contains ffmpeg.exe: Shift + right click on an empty space, then click Open PowerShell window here or Open command window here, then type this:
.\ffmpeg.exe -version
...
Shift + right-click the folder with the bug, then click Open PowerShell window here or Open command window here. Then copy-paste this command:
del /f /s /q /a Thumbs.db
When you open the Properties of each ffmpeg.exe, then open the Details tab, are the versions different?

Do you have Fast Startup disabled? If not, try enabling it.
If it's still slow, try disabling some of your startup apps.
If it's still really slow, try defragging your hard drive.

Open Lenovo Vantage, navigate to Hardware Settings > Audio/Visual, then turn off Dynamic Brightness Control.
