It's not the same fix, the registry key is different:
1)
Windows Registry Editor Version 5.00
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender Security Center\Notifications...
This fix worked like a charm, the first one not.

I think I finally got it with a registry setting to disable all notifications:
reg add "HKCU\Software\Microsoft\Windows\CurrentVersion\PushNotifications" /v "ToastEnabled" /t REG_DWORD /d 0 /f

You have to expand the bluetooth section in the device manager in order to see the device and the driver version, I think that there is no way to fix the issue without installing a driver....

Could you please make a backup of the driver and upload it?
I want to try if I can manually install the driver, it would be easier than perform a in place upgrade.
