I suspect it will come back very soon. Im still struggling a bit with this issue after removing all UWP Apps and the store.

I had brand new installs have the same problem after abfew reboots.

We never used it either. But apparently it does its own thing.
Try updating and removing unused apps, or removing everything alltogether.

The UWP Apps and Store do seem to be the cause of the problem, atleast for the most part.
Instead of updating them, I went ahead and removed all apps and the store entirely(we never use)....

That was the first thing I found and tried. It doesnt solve the intermittent issue.
