Hello so my old PC died couple days ago and it's not worth of fixing it. Now I need a new one... Main use for it will be gaming etc and here are 3 pc's to choose from

Its not just steam games. I have tested it on non steam games and lag/fps drop is same in every game.
So here is everything what i have tried so far

Clean windows install
Old/new Nvidia drivers...

Did new win 10 install with a key. Tested the game and problem is still here

It was used PC when I bought it 2 years ago and seller said it has legal win on it. Didn't even suspect it has not legal win till this point.

In that case i need to go and buy a key and see if this cpu high usage still happens

I dont think so because last time i did windows in place upgrade it should not activate windows but it did

I have tried all USB holes that I have on my PC but still same thing and all drivers are up to date

All the drivers are from windows. Only downloaded nvidia ones. Uninstalling HID and USB devices didn't help and here are screenshots from USBView...

Tested it with other mouse and still same thing

(edit) Even uninstalled everything from universal serial bus controllers but no luck still same problem

It thinks that my mouse is a keyboard. That's kinda strange

All the drivers are up to date and I only have mouse and a keyboard plugged in via usb's
