i went ahead and tried it again, putting the pci-3.0 into the pci-2.0 slot and then reloaded the OS. that seems to work fine (so far anyways).

thank you all. i found a pci-2.0 card -- and now am reinstalling win-10....

apparently that is what happens when you try using a pci 3.0 video card in a pci 2.0 slot.....
