I think so. The command prompt runs with adminstrative privileges, and any program I open with 'run' also has them. (feeling more stupid by the second here... :o)
Same with DISM. Still only accessing the windows PE with the /online option...
New problem: got to C-drive/windows/system32 but still can't run sfc as I still get the same 'Windows Resources Protection could not perform the requested option' as before...
I'm checking the partitions right now.

First time poster here, with a terribly noobish question - but I can't find the answer anywhere else.
I'm using the wonderful PE rescue disk to try and overcome a windows 10 boot loop problem...
