Disabling Fast Startup has seemingly fixed the problem.

If PC Health Check app said that your computer wasn't Windows 11 compatible, run it again. The new version of the app (which should install automatically) might tell you why it's not compatible.
My understanding is that Windows 11 runs on top of the Windows 10 core. It's arguably not a new operating system.
The list of supported processors seems arbitrary to me. I think Microsoft is trying to get people to buy new computers.
