Finally I decided to delete completely the local PC account where all these black screen and WU issues started. Got also 20G space from that after moving all stuff there was to my personal OneDrive....
Pro. Yes it was 16299.15 update right after new WIndows before updating for .309, so that was a bug in that release and gone now for good. Thanks Bree:)
That old black screen issue concerns only one account, same when all WU issues together with that black screen thing started after Fabruary 14 when cumulative .248 update was installed in my previous...
That red organisation control message in WU was after I did new Windows install from Create Windows 10 installation media. But after that I did this latest cumulative update .309 installed together...
My case was solved with Create Windows 10 installation media. Took about 90 minutes totally, and now I got 16299.309 running.
