No they aren't 19gigs apart, they were almost 7.5 gigs apart, so I ran WDS again and the file now shrank to 7.4 gigs

No, WDS seems to be the only program which saw that file
I updated back in June and I can confirm that there are no $Windows-BT and other Win Update related folders

I would have used this, but only WinDirStat seems to be able to see it, and I can't get a path to the file

Okay I did it and tried to delete the file through admin WinDirStat, but it refuses to delete, all right-click options are grayed out and Del or Shift-Del does nothing

While using WinDirStat, i noticed that there was a 19.4GB file on my boot drive which WinDirStat can't locate nor identify, I didn't try to delete it incase it may be something important
