I'm trying to export start menu to bin file but Export-StartLayout -Path "C:\Marketing.bin" -As BIN says:
Export-StartLayout : A parameter cannot be found that matches parameter name...
that's not correct. as i understand it was a case in previous windows versions, but i am on 10th.
i've seen this path in some guides/articles which were concerning, for example, window 7.

unfortunately I can't tell that I'm doing something particular to get it and it seems random.

the fact update installs some unnecessary (as you think, at least) crap is not a reason to not install development environment update
