Looks like I should have read the entire article and actually paid attention while doing so.
According to BleepingComputer this was fixed in KB4522355. So far it appears to be working on all of the systems I have tested it on. I hope it's acceptable to link to their article on it.

I don't see how slow internet would have much of an impact with an upgrade/update performed from an ISO image, USB, or Optical media that has already been downloaded.
The only time I've seen it take even close to that long was on a system with a very old hard drive that barely passed SMART.
I updated several old Dell and HP C2Ds with 2 to 4 gigs ram built between 2006 and 2008 from 1809 to 1903 in just over an hour each using an ISO mounted as an image.
I just copied the ISO image to the desktop, mounted it, and installed from that. Worked like a charm.
Duh, who said I didn't? I'm not downloading them multiple times. I have the ISOs saved to my NAS and created a couple of USB sticks as well. I only downloaded one from each source.

Well third time was not the charm. This one is still not...
So far so good. I did the repair install on one of the systems with the problem and it restored the settings. Time to start on the other two.

Bree, is there a fix for this other than rolling back to 1809, setting them back to 0, then updating again? I'm suffering from this as well.
I agree that the problem might be the thumb drive. I've found that a lot of older systems that only have USB 2.0 (like this one does) can run into this problem when installing from some USB 3.0 thumb...
