And did you actually create a brand new profile as I detailed in the steps, or did you use an already existing other windows profile? I'm asking this because the issue may have been already happening...

Create a new Windows profile with the same rights, and install or update a few apps.
Restart the computer, then login with that same profile.
Does your Windows store still show that 'phantom' app...
