I just checked history, and I had not previously installed KB4023057, but interestingly, Check for Updates wants to install it now.
The product I installed is called WUMT Wrapper Script. It invokes Windows Update Minitool. It also claims to handle Windows Defender updates, though I don't run that myself.

Re 'What is the big deal': Just because there's a work-around (turning metered off and then back on again) doesn't mean there's not a problem.
You may be right, but if it was checking installed updates, it seems there would have been CPU and disk activity. It had already obtained a list of what to download in the 'Checking for updates'...
