RoasterMan, if that's the case, then it's a bug, plain and simple. Windows 10 up to and including CU is on the record as supporting display drivers written to the WDDM 1.0 spec.

I just gave pre-CU Windows 10 a spin on the exact same hardware (sans hard drive) with the exact same GPU drivers, and oh my word, it's like a different computer. Smooth like butta.

If I recall correctly, one machine is an Inspiron 518 and the other is a 530; but I believe in both cases they are E2180 CPUs. So, no, they aren't screamers, but running all of the exact same...
