I guess i could pop the SSD into another PC and reformat to wipe everything and try installing after...

EDIT: i'm running windows 7 and not 10 and so startup tab had processes already listed in the window and there was no option to open task manager

I have done part one before but i think i only disabled services and not startup. The bsod still happened. Ill try it again now and report back
