Since it only happens with image files, I tried to uninstall IrfanView (32-bit) and restart Windows.
Guess what? That solved the issue.
Case summary: IrfanView doesn't behave...

Apparently, it doesn't crash when I drag over an app, but rather when I drag over the taskbar and then immediately drag outside it....

Installed Fall Creators Update 16299.15. The problem was not fixed at all. Same exact weird behavior. Avoid this update!

Samsung wouldn't say that, but look for benchmarks, the RAPID mode dropped performance quite significantly.
