@wjbodin3, Although i didnt state entirely, the NEW account will inherit alot of error in links,shortcuts and etc. the critical point of the fix is to renew the permission of the stated shortcuts...

Finally guys, i got it fixed it and reenabled everything on the start menu customization, although this procedure is long and hassle,
this is highly recommended for those who dont want to change...

lets just hope, microsft will have this fixed by the SR1

what's the location of the folder?

example
C:\Users\<username>\Downloads


and another question, was your prev OS Windows 8.1?

this is actually an intermitent issue on Windows 10, even since the preview build times.

Try this, if your OS's Speaker Icon is visible, right click on it then select & click [Playback Devices],...

kindly confirm the following...

-Location Path of downloaded files
-what application did use to download it (web browser, torrent app, etc)

and please update the STATUS, you wont get any...

Hi guy, just want to share this

let me explain the purpose of Windows Media Creation tool,
WMC creates the ISO or USB installer based from your PC's hardware and OS Configuration as it downloads...

same goes for me dude, ryt not, i still havnt delete my old account because of the all the securiy permission i needed...

let just hope microsoft has a FIX for that, since im sure we are not the...

finally, someone with the same issue as mine!!!!!!, apparently i've been researching about this issues for about 3days already...
it turns out it is from the Upgrade Migration issue, WIN7 -> WIN10...
