Event Log Full of Information Alerts from RestartManager

I have one Windows 10 Pro System that has performance issues. When troubleshooting the issue, I recognized the Application Event log was full of informative alerts from RestartManager. Several happening every second of the day. So many that the Application log is full of these alerts for the last seven days. No errors. Just informative alerts. The alert doesn't offer any more information other than session started and ending session.

    Hi xerophyte,

Can you please post a screenshot of one of the error logs that you want to fix.
If you cannot post a screenshot then post Event ID: number and Source: name.

Look at how often they're occurring. 4 per second, every second of the day, every day. So many the Event Logs have filled up with nothing but these informative alerts for the last seven days. The system is so busy starting and ending these sessions; there's limited resources for other items.

I did find a similar issue with Servers and IIS installed. Unfortunately doesn't apply here and no IIS is not installed.

Restart Manager is used to detect, shut down, and restart applications and services that are using resources needed by installation or upgrade programs. These installation and update programs can use the Restart Manager API to avoid requiring a system restart after making changes to an application or to the operating system.

    Install all Windows updates.
Use PSI program to update your install programs.

Something is causing this behavior. I wish there was more information available in the details of the event. All systems in the domain are identical; hardware, software, updates, ect, but this is the only system experiencing these issues.
