As far as i know the Teaking tool does not repair Hash mismatches, or replace the CAT or MUM which are corrupt.

The tool i asked you to run should show where the corruption is.

MCT is the Media Creation Tool. -- The thumb drive you used to install this version,
    Basically
Its a 2 in 1 install, the Fall update .15 and an INCLUSIVE update to .19, whats happened in your case .15 has installed with corruption and .19 is waiting to install.

Sfc command reports there is no Windows system files corruption they are all repaired by Sfc tool.

    Code:
Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
    Verification 100% complete.

Windows Resource Protection found corrupt files and successfully repaired
them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not
    supported in offline servicing scenarios.

Looks like it hit the same Permissions problem- unhandled exception

    1.30 in the morning here.
Need to figure out how to get to the info.

You could try running an older version and letting the system update from that, (pre fall update)

Is it possible to do the keep all my files things (the software I reinstalled since this last reformat) "all my personal data / DOCUMENTS / MUSIC / PICTURES and all are safe on a seperate hard drive, just the OS and the software i installed is what im talking about? I do have a DISC from prior but i dont know how that one is. or is there a way i can create a media thumb drive of a previous build easily? I think i have used rufus before, I have a previous ISO on a hdd as well. just dont know exactly the build on it and not sure how to easily get that information.

So you sure that if I get that now it won’t be the version I have been using the past 3 days and will correct my problems? I’m just down about the whole thing because that is what i had done in the first place to try to fix my problems and it didn’t seem to work for me. That usb stick I made was just 3 days ago max

If you have made Windows 10 Installation USB three day ago then i'm sure you got the latest version of Windows 10. Repair install can repair corrupted Windows so you should try repair install.

You never told me what happen with you running Tweaking.com - Windows Repair tool in Safe Mode.

Also have you tried different user account?
